Is there even one single best agency for law firm websites?
No, there is no single best agency for law firm websites. There is a fitting one, and which that is comes down to three questions: how big is the firm, which practice areas should become visible, and do you primarily want to win cases or staff. A solo practice in traffic law needs something entirely different from a commercial firm with four offices and a recruiting problem.
The market for law firm websites is unusually clearly sorted. There are providers with a template model where you pick a layout and are online within days. There are law firm marketing agencies that sell website, Google Ads, newsletter and content in one package. There are website specialists who design and develop individually. And there are large generalists for whom law firms are one industry among twenty. All four models have their place, they simply answer different questions.
What is not negotiable: whoever builds for lawyers has to know the professional conduct rules. A visually strong site that is legally attackable is not a gain for a law firm but a risk. How do you recognize a strong agency for law firm websites?
Seven criteria can be checked before you request a proposal. Five concern what sets a law firm website apart from any other company site: professional conduct rules, confidentiality, practice areas, local visibility and accessibility. Two concern the collaboration. Together they cost you a good hour of research and sort more reliably than any ranking.
1. Professional conduct rules sit in the concept, not in an addendum
The agency has to know before the first draft what may appear on a lawyer's site. Section 43b of the Federal Lawyers Act says it in one sentence: advertising is permitted to a lawyer only insofar as it informs objectively in form and content about the professional activity and is not aimed at obtaining an engagement in a specific case. In practice that means success rates, superlatives and comparisons with other firms do not belong on the site. "We will enforce your claims" is a promise of success. "Focus on unfair dismissal since 2011" is objective information.
Then there are the mandatory details. Section 5 paragraph 1 number 5 of the German Digital Services Act requires three items in the legal notice for chamber-regulated professions: the chamber the firm belongs to, the statutory professional title together with the state that awarded it, and the designation of the professional rules with a note on how they can be accessed. The check question in the first conversation is simple: show me a law firm reference and explain the legal notice to me. Whoever then asks for the firm's in-house counsel has never worked on the topic. Whoever lists chamber, professional title and the linking of the professional rules from memory has done it twenty times. It still holds that clearing the copy under professional conduct law is the firm's job, not the agency's. A good agency delivers a version that survives that review.
2. Client intake: the contact form is not a standard plugin
On a law firm website the contact form is the most sensitive element on the whole site. What a client writes there is, in case of doubt, the facts of the matter: the dismissal, the accident, the accusation. This data falls under the lawyer's duty of confidentiality and additionally under the GDPR. A form plugin that caches entries in a cloud outside the EU is not up for discussion in a law firm.

Client intake also includes setting expectations in the form itself. A note that submitting does not yet create an engagement and that no deadlines are preserved belongs exactly where the client clicks. That protects the firm and is fair to the client. 3. A dedicated page per practice area instead of one collective page
Clients do not search for "law firm", they search for their problem: dismissal, divorce, fine notice, compulsory share. A website that lists every practice area on a single page cannot be a good answer for any of these searches because it has three sentences per topic. A dedicated page per practice area explaining the process, the typical deadlines, the cost question and the next step can be.
This is also the point where agencies differ. The weaker version delivers eight subpages that differ only in the title and carry the same filler text underneath. The stronger version insists that every practice area page gets real content from the firm and plans the effort into the project: who writes, who reviews, how many pages at launch and which ones later. For a firm with three focus areas, three good pages are worth more than twelve empty ones.
Then there is how people are presented. Specialist lawyer titles may only be used by those to whom the chamber awarded them, and the title has to match the practice area it was awarded for. Areas of activity and areas of interest are something different and have to stay linguistically separate. An agency that does not know this distinction produces a team page that in the worst case triggers a cease and desist letter.
4. Local SEO for "lawyer plus city"
Most engagements arise regionally, and the decisive part of visibility happens not on the website but in the map area of Google above it. Whoever does not appear in the local results for "employment lawyer Regensburg" does not exist for a large share of searchers, no matter how well the site is designed.

A word on reviews, because advice here is often too bold: client reviews are possible for law firms but delicate. Even confirming that someone was a client can touch the duty of confidentiality, so consent is needed, and incentives for reviews are off limits. An agency that wants to sell you an automated review campaign after every closed case has not understood the industry.
5. Accessibility under the BFSG and honest performance
For many law firms accessibility has stopped being optional since the German Accessibility Strengthening Act, and the agency should be able to tell you whether your case falls under it. The law applies to certain services in consumer business, there is an exemption for micro enterprises with fewer than ten employees and at most two million euros annual turnover, and as soon as the site contains booking or contract functions the assessment gets more serious. By goal: clients or staff

If it is about staff, the website is a different product.
