Anyone looking for the best SEO agency almost always ends up on a list written by an SEO agency. And on that list, that agency usually sits in first place. That is not a scandal, it is the logic of the format: whoever wants to rank for "best SEO agency" writes a ranking they appear in themselves. For your decision, such a list is about as useful as a restaurant guide written by the chef.

So we flip the format. First, seven criteria every SEO agency has to be measured against, including the uncomfortable questions missing from most comparisons: what gets reported, who owns the accounts, who actually does the work and what happens when the contract ends. Then a decision guide by goal, budget and industry. Is there even one single best SEO agency?

No. The best SEO agency is always the one that fits your goal, your industry and your budget. An online shop with 40,000 products needs people who master indexation control, filter pages and product data. A machine builder with 30 searches a month and an order value of 400,000 € needs someone who understands that traffic is the wrong metric here. Both could hire the same agency and one of them would be unhappy.

That is also why a serious SEO agency comparison never starts with a numbered list. If you search for "which SEO agency is the best", you find lists with 6, 10 and 30 providers, each with a different order. The reason is not sloppy research, it is that the SEO market has no uniform, verifiable metric: no success rate, no certification body. There are visibility indices measuring how well an agency optimized its own site, and that says exactly nothing about yours.

What does help instead: a yardstick you can hold against every provider before the first conversation. The following seven criteria are that yardstick. Four of them appear in most comparisons, three do not, because they are uncomfortable.

How do you recognize a strong SEO agency?

You do not recognize a strong SEO agency by its portfolio or its own Google position, but by seven things you can check in a single first conversation. Take this list into the meeting and ask the questions verbatim. The quality of the answers sorts the market faster than any ranking.

1. Reporting ends at inquiries and revenue, not rankings

Rankings are an intermediate metric. They are useful for diagnosis and useless as a promise of success. An agency whose monthly report consists of a ranking table and a visibility index reports on its own work instead of your business. Ask in the first conversation: which metric do we look at in month six, and where does the data come from?

The usable answer connects search data with your sales: qualified inquiries from organic search, inquiries per page type, close rate, ideally attributed revenue from the CRM. That presupposes the agency asks at all how a lead is created at your company and what it is worth. If that question does not come in the first conversation, it never will.

Part of this is someone saying honestly what SEO cannot deliver in your case. With very small search volumes, a handful of pages and a clean technical base are sometimes enough, and the rest of the budget is better spent on sales. 2. No guarantee promises, but an honest forecast

Nobody can guarantee position 1 on Google, because nobody controls the ranking. Whoever promises it anyway has either picked a keyword no human searches for, or is counting on you not checking. Both are disqualifying, and it is astonishing how many mid-market offers contain exactly that.

The usable alternative is a forecast with ranges and assumptions: which keywords are realistically reachable in 6, 12 and 18 months, what traffic potential hangs on them, which conversion rate do we assume and what happens if the assumptions do not hold. An agency that writes this down makes itself attackable. That is exactly why it is a good sign.

Second warning signal in the same direction: an offer naming concrete results before any analysis. Before an SEO audit, nobody knows whether your site has a technical, an editorial or an authority problem. Whoever sells a finished package anyway is selling a product, not a solution.

3. You know who actually does the work

The founder or a senior consultant sits in the pitch. Someone else often sits in the project. That is no problem in itself as long as you know in advance. It becomes a problem when strategic work goes to a junior and text production to a language model without expert review, while you pay the senior rate.

So ask specifically: who works operationally on our project, with how many hours per month, and which services are bought in externally? Bought-in services are completely normal, especially with link building, translation or development. What is not normal is when nobody wants to name them. Also have them tell you who your fixed contact is and what happens if that person leaves the company.

The second part of the question concerns AI. In 2026 every serious agency uses language models in research and text production, we do too. The question is not whether AI is involved, but who does the expert fact check and who signs off. A text about materials testing that nobody with domain knowledge proofread costs you more trust in a B2B niche than it brings in traffic.

4. Accounts, content and links belong to you

This is the criterion that almost never appears in comparisons and hurts most when things go wrong. Clarify before signing who owns the Google Search Console, the analytics property, the Google Business profile, the domain and access to the SEO tools. The answer has to be: your company, the agency gets access as a user.

The same goes for content: texts, images, structured data and research results belong to you after payment, historical data from Search Console and analytics stays with you. Whoever dismisses this question as mistrust has never accompanied an agency switch.

The trickiest point is backlinks. If the agency builds links through its own networks, rented links or monthly paid placements, those links disappear the moment you cancel. 5. It is clear what happens when the contract ends

SEO contracts often run 12 months, sometimes 24. That is professionally defensible because organic visibility takes time. What is not defensible is a long term without a defined exit and without a handover. Ask before signing: which notice period applies, is there a special right of termination for missed milestones, and what exactly do I receive on the last day?

A clean answer includes handover documentation: ongoing and planned measures, open issues, keyword set, content plan, technical changes in the code, tracking setup and the accesses. Without that package the successor agency starts from zero and you pay for onboarding twice.

Also watch out for technical dependencies. If load time optimizations, structured data or redirects run through a tool owned by the agency that ends with the contract, part of your optimization disappears on the day you cancel. Ask about it before it becomes relevant.

6. Specialist instead of full service

An agency doing ads, social, print, trade fair construction, employer branding and SEO on the side usually has one person for SEO. An agency with two disciplines has a team for it, a shared methodology and people who correct each other. For you that is the difference between someone working through measures and someone who has an opinion on which measure makes sense in your case at all.

A perfect keyword structure is of little use on a site that loads in three seconds and whose templates do not allow sensible headings. And the fastest site brings nothing if nobody searches for it.

7. AI visibility is measured, not just mentioned

An SEO agency that does not measure how you show up in ChatGPT and Perplexity in 2026 works with half the picture. A growing share of the research before a B2B inquiry now happens in AI assistants and in Google AI overviews, and there it is not your position in a result list that decides, but whether your company gets named as a source or a recommendation.

This is explicitly no replacement for classic SEO. Technical accessibility, clean content, clear entities and external mentions pay into both, and Google remains the most important channel. The difference lies in measurement: you measure rankings with rank trackers, AI visibility with a fixed prompt set and tools that evaluate how often and in what context your brand appears in answers.

So do not ask "do you also do GEO", ask: show me an AI visibility report for a client. If a slide with the word GEO comes instead, the topic is marketing and not method. How to find the right SEO agency for you

The seven criteria filter the providers that fundamentally work cleanly. Which one fits you depends on three questions: what is your goal, how big is your budget and which industry are you in.

By goal

If you want qualified B2B inquiries, you need someone who can handle small search volumes and long decision paths. Twelve searches a month can be worth more here than 12,000 in e-commerce. If you want revenue in a shop, you need experience with categories, filters, product data and indexation. If you want to be found regionally, local SEO with a Google Business profile and location pages is the lever, not a nationwide content plan. And if a relaunch is coming anyway, SEO belongs in the build and not after it, otherwise you start with a setback.

By budget

In the German market, providers quote roughly 700 to 3,000 € per month for ongoing support of small and mid-sized companies, larger projects and enterprise retainers sit well above that. Below around 700 € per month you realistically do not get a strategy but a few hours of execution, and that rarely moves anything.

By industry

Industry experience counts most where products are complex, technical or regulated. An SEO agency for B2B has to be able to talk to your product management and your sales team as an equal, otherwise texts emerge that fail in front of an expert audience. It does not have to master your field, but it has to know who to ask in house and which questions really come up in the buying process.

Test this in the first conversation: have them show you two reference cases resembling your situation and ask about the starting point, time frame, measures and result. Percentages without a baseline are worthless, an increase of 500 % can also mean going from two to twelve visitors. Bloofusion is based in Emsdetten and Münster and describes itself as an online marketing agency with over 20 years of experience. According to its own site, the service range covers SEO, SEA, social media ads, web analytics and conversion rate optimization, plus workshops and training in all these areas as well as a dedicated menu item "KI SEO (GEO)". Notable is the scale of public knowledge work: guides, webinar recordings, a podcast called Search Camp and its own conference.

Strong for companies that want to build their own knowledge alongside execution and coordinate search marketing across SEO and ads from one source. Less fitting if you deliberately want to buy only a very narrow, specialized slice.

Claneo

Claneo is based in Berlin and describes itself on its own homepage as an SEO agency with 80 experts, specialized in international SEO and content marketing. Besides search engine optimization, the service menu lists GEO and LLMO, content creation, digital PR, offpage SEO and workshops. The industry pages address enterprise and corporate groups, e-commerce, pharma, automotive as well as SaaS and software, among others. The agency also runs an academy, publishes a book and hosts its own conference.

Strong for larger companies with several markets, complex internal coordination or an existing in-house team that needs specialized reinforcement. Less fitting for very small projects with a regional target market.

Gerlach Media

Gerlach Media is an owner-managed company based in Büchen and describes its own focus as SEO and GEO for industry and B2B with complex offerings. The industry pages name mechanical engineering, plant construction, robotics and automation, medical technology, measurement technology and plastics technology, among others. The service range includes SEO strategy, SEO support, GEO consulting and GEO support, competitive analysis, link building, online PR and its own AI visibility tool.

Strong for mid-sized industrial companies that want to speak directly with an experienced contact and whose buying processes run across several decision makers. Less fitting for companies that need a large international structure with many country locations.

Seokratie is based in Munich and has been on the market since 2008 according to its own statements. The homepage currently carries the heading "SEO & GEO für B2B und Industrie". The service menu lists SEO, GEO, SEA and content marketing, plus AI consulting for the individual channels, video and YouTube marketing as well as social media ads. Notable here too is the knowledge work: blog, SEO course, Google Ads course, webinars and a specialist book.

Strong for companies that want to combine organic visibility with content marketing and paid channels and are looking for an established provider with a long history. Less fitting if you want to buy exclusively a narrow, technically focused consultancy without content production.

Add to that long contract terms without a defined handover and reports that yield no recommended action.

That depends on your channel mix. If search and the website are the main channels, a specialist delivers more depth, because a team rather than a single person sits on the topic there. A good SEO agency for B2B understands small search volumes, multiple decision makers and long sales cycles. It measures inquiries and pipeline instead of traffic, can talk professionally with product management and sales and produces content that holds up in front of an expert audience. A pure e-commerce focus is usually not enough, because different levers count there.

First movements from technical fixes and existing pages are often visible after four to eight weeks. New content in a competitive market usually needs six to twelve months before it ranks stably and brings inquiries. Whoever cancels after three months usually sees only the cost and not the result. So plan for at least twelve months.

It should at least be able to measure AI visibility. A growing share of research runs through ChatGPT, Perplexity and AI overviews, and there being named as a source decides, not the position in a list. GEO does not replace SEO, technical base, content and external mentions pay into both. Have them show you a real report, not just a slide with the term on it.

Yes, if the foundations sit with you. Search Console, analytics, domain and Google Business profile have to be registered to your company, content and research results have to belong to you, and there has to be handover documentation. It only gets risky with rented backlinks and with optimizations running through a tool owned by the old agency. Both are better clarified before the first contract than at the switch.
